McKissack was a major subconsultant on the LaGuardia Gateway Partners team, led by Vantage Airport Group and Skanska Walsh. McKissack provided M/WBE management services. The Port Authority of New York & New Jersey (PANYNJ) embarked on a Public-Private Partnership (P3) to replace the Central Terminal Building (CTB) at LaGuardia Airport (LGA). This is one of the most ambitious P3s ever undertaken in the New York/New Jersey region. The existing CTB was removed with the P3 providing the design, construction, financing, maintenance and operation of a new terminal in its place. McKissack provided M/WLBE, Community Outreach and Employment Opportunity Program procedures services. Our services included meeting the PLA and NYSESD requirements for M/WBE participation by establishing a customized goal setting plan for procurement; attending contractor meetings (pre-bids, kick-off, project team mtgs) to strategize and identify procurement opportunities for M/WBE firms in context of the Project PLA; building relations by meeting with M/WBE contractors individually and determining their capacity and ability to perform commercially useful function; in collaboration with project team, engage and maintain relationships with community groups, partner organizations, small businesses and key stakeholders, affected by construction; supplementing good faith efforts for M/WBE firms in the context of the Project PLA; meeting with Skanska/Walsh JV’s compliance team on a weekly basis to discuss work plan for task order and deliverables for the week; participating in project bidding and procurement activities for M/WBE’s; reviewing and monitoring M/WBE utilization plans for contracting; customizing, tailoring and providing monthly compliance reporting to track goals; managing all compliance reporting for contracting; accelerating and guide the small business collaboration process through due diligence in research, strategic planning, and implementation of EEO initiatives; sourcing and providing M/WBE referrals.
