New Penn Station – Moynihan Train Hall:
McKissack was part of the project management services team for the Redevelopment of the James A. Farley Post Office Building into the New Penn Station. The project will redevelop the Farley Building for public transportation, retail and commercial uses. The scope of work included the 250,000 SF train hall, 750,000 SF of commercial development including retail and office space; activation of the Western Third of Penn Station’s platforms; and historic preservation. As part of the team, McKissack provided the following services:
Lead Architect: McKissack’s design professional served on the team as the ESD representative advising on the technical development of the Project. McKissack was responsible for the development of design for alternative options, technical studies, advance and supplemental works. Responsibilities included:
- Conducting value planning; engineering studies;
- Advising ESD on architectural and engineering development;
- Leading a design team as necessary to evaluate any alternative design options or technical studies required by ESD;

Program Management
Estimating: Supported the Commercial Manager in the development of cost estimates, claims assessment, value engineering and options assessments. Responsibilities included:
- Preparing work to be estimated by gathering proposals, plans, specifications, and related documents;
- Identifying labor, material, and time requirements by studying proposals, plans, specifications, and related documents;
- Computing costs by analyzing labor, material, and time requirements;
- Resolving discrepancies by collecting and analyzing information;
- Presenting prepared estimate by assembling and displaying numerical and descriptive information;
- Preparing special reports by collecting, analyzing, and summarizing information and trends;
- Maintaining cost data base by entering and backing up data;
- Maintaining technical knowledge by reviewing technical publications
Inspection: Construction Inspection services for the 250,000 SF Moynihan Train Hall, which serve Long Island Rail Road, Amtrak, and Air Train passengers. Responsibilities included:
- Performing inspection of contractor’s work to ensure construction activities are in accordance with plans, specifications, and contractual requirements;
- Performing and observing on-site material testing;
- Reading and comprehending contract documents (i.e. plans, specifications, shop drawings); providing thorough inspection reports and maintaining detailed records of work performed;
- Assisting the office engineer and construction inspector
