NYC EDC Rockaway Boardwalk Reconstruction:
The New York City Economic Development Corp. (NYC EDC) has enlisted McKissack to provide Section 3 Program Management Services and MWBE Consulting Services on its Rockaway Boardwalk Reconstruction Project. The U.S. Department of Housing & Urban Development’s (HUD) Community Development Block Grant Disaster Recovery (CDBG-DR) program is utilizing $325 million in funding to rebuild approximately 5.5 miles of shoreline in Far Rockaway, which was severely impacted by Superstorm Sandy (2012). The new boardwalk will feature protective measures to withstand future storms, as well as new concession and recreational opportunities. McKissack is providing services for the HUD/CDBG-DR Section 3 requirements, assuring that employment, training and contracting, to the greatest extent feasible, are directed to low and very low income persons. To ensure achievement of the Section 3 goals, McKissack is developing a web portal for opportunities, online applications, registration and self-affirmations for both individuals and businesses; hosting community outreach events to inform local residents and businesses about the project, local workforce opportunities and the Section 3 Program; and partnering with local businesses and non-profits to promote and advertise local opportunities. McKissack has created and maintains a database of all interested applicants to the project for client and sub-recipient use. McKissack manages all Section 3 Resident and Section 3 Business Concerns compliance documentation and analyzes and prepares certified payroll reports to ensure hiring goals are on target. McKissack is also managing the project’s MWBE program—engaging and assisting qualified MWBE subcontracting firms and labor force individuals by providing contracting and employment opportunities.

To effectively manage the program, McKissack participates in all MWBE forecasting; attends contractor meetings (pre-bids, kick-off, project team meetings); sources and provides MWBE procurement referrals; reviews and monitors MWBE utilization plans for contracting and workforce; provides monthly compliance reporting; assists with prequalification; engages and maintains relationships with community groups, small businesses and key stakeholder affected by construction; and develops marketing, collateral materials and other correspondence; supports community outreach events, workshops, and supports training initiatives.
